Authorized Representative Access

The Member Account service supports authentication of members' authorized representatives. An authorized representative is a person who has a member's consent to access health information of this member. The authorized representative can be:

  • A parent or a legal guardian if the member is a minor,
  • The member's spouse,
  • The member's caregiver, or
  • Any other person chosen by the member.

Authorized representative sign-up

To access member health information, the authorized representative must be registered in the Member Account service. The sign-up procedure is the same as for regular members:

  1. You as administrator update your member roster with a new record for the user who is going to access member information as an authorized representative. Make sure that the roster column that indicates whether the user is an authorized representative or not has a positive value.

    If the user is your plan member, update their existing member record with the indicator that this member is also an authorized representative of another member.

  2. The user for whom you have added the new record goes to the Member Account service sign-up page, selects the Authorized representative option button, enters their personal details, and finishes their registration as an authorized representative. The users registered as your plan members do not have to sign up as authorized representatives.

Authorized representative sign-in

After the user completes their registration as an authorized representative, they can sign in to an application that provides health information of their member(s) and select a member whose data to view. If the authorized representative is also registered as your plan member, they can select whether they want to access their own health information or view the information of a member they represent. The list of allowed members and the scope of information the representatives may access is taken from your consent management system.
